Who is more corrupt, Bureaucrat or Politician?

CJI tough on graft
New Delhi, Sept. 12 (PTI): The Chief Justice of India today favoured statutory provisions for seizure of illegal properties and assets of government officials convicted in corruption cases.

Justice K.G. Balakrishnan also recommended specialised teams of lawyers to ensure that they would progressively develop expertise in prosecuting corruption cases.

“If a public official amasses wealth at the cost of public, then the state is justified in seizing such assets,” Balakrishnan said at a national seminar on “fighting crimes related to corruption”.

“One prominent suggestion is the inclusion of a statutory remedy that will enable confiscation of properties belonging to persons who are convicted of offences under the Prevention of Corruption Act,” the chief justice said.

The CJI said delays over sanction for prosecution and the difficulties in marshalling witnesses were the major hurdles to conviction.

At last the government is waking up to the seriousness of corruption and the way it is eating up the nation.
First the President, then the Prime Minister and now the Chief Justice of the Supreme Court have found the time to mention it.
If all the three agree, then what is preventing them from taking action.
Is it because they are barking up the wrong tree.
All of them are mentioning bureaucrats when they mention corruption.
Why can't they call a spade by its name?
Why can't they say that politicians are the root cause of corruption in India?
The very foundation of elections is raised on corruption.
Elections have become so expensive that the politicians have to recoup their expenses.
This sets off a chain reaction.
The politician charges the bureaucrats on transfers and posting. He also charges people for raising questions in parliament to embarrass competitors.
He also takes protection money from murderers, rapist, terrorists, adulterers, black marketeers, promoters, smugglers so that the long arm of the law do not touch them.
The bureaucrats then make that up by charging the people for even moving a paper from one table to another.
Why not attack the fountainhead?
Are the three top people in the country scared to even mention the word politician as two of them come under that category?
