'Corruption prime threat to internal security'

PATNA: Former DGP D N Gautam on Saturday identified corruption as the prime threat to internal security in India.
"When there was a serial blast in Mumbai, it was found that the RDX smuggled in was passed by the customs after taking bribe," he pointed out, and stressed that corruption was subverting the entire system in the country. Gautam was delivering a talk on `India's Internal Security Concerns' at the A N Sinha Institute of Social Studies on Saturday. "Corruption leads to failure of government schemes, migration and vulnerability of citizens," he stressed.
He pointed out that ultra Left forces were thriving in rural areas because of the vacuum created by politicians and social activists. "The state machinery has contributed to the weakening of the state. It is when the system is subverted that certain elements step in and intervene in favour of the people and win their support," he said, stressing that nationalism is a casualty when the system gets subverted.
He also pointed towards a large section of the population not being utilized productively and rural wealth not being capitalized by the economy. "The economic policies benefit a few persons only," he remarked, stressing that the deprived sections were feeling insecure. "There are certain groups who are harvesting the discontent," he said.
He recalled that during his tenure at Hyderabad, he found that the recruitment of tribals in the police force was zero.
Earlier, the director of the institute D M Diwakar welcomed him and introduced the subject. He stressed on the various forms of internal security ranging from livelihood security to law and order problem.
I wonder if Former DGP D N Gautam was from Bihar.
If from Bihar, he should know very well since upto the time Nitish Kumar took over, it was the most corrupt state in India.
The recent example of the arrest of David Headley in the USA by the FBI and the father son duo of Mohammad Yaqub Janjua and Aamer Yaqub Janjua by the Italian police is an example how work should be done.
Our police are boggged down in important jobs like running after dilapidated and obsolete buses and autos and collecting toll from hawkers. How can you expect then to pay attention to such mundane jobs like catching terrorists before they commit the crime?
If they do take any small action they have to broadcast it for the benefit of the media who run after them with a microphone to get their statements and they have to show some accomplishment.
Further, the local politicians raise the bogie of acting against a particular community when in 90% of the cases, it is that community which is behind the terrorist activity.
So, our police is being fed information about these criminals by the FBI. How, when and where they stayed and did their planning in Mumbai.
Our police and security agencies are filled with people who have been appointed on quotas, grace marks and on the basis of everything except efficiency.
How can you expect any results from them.
