For the Democratisation and Decentralization of control.
Fight against INLD Hijack:- In 2001 INLD (Party in government in Haryana in 2001) tried to capture the Mahasabha, the body running the Kanya Gurukul, Khanpur kalan with students around 5000+ ( Presently B.P.S Mahila University, North India’s first female University). Mahasabha consists of 15000 members with me as Secretary. Taking a firm stand against injustice, I decided to challenge the forceful imposition by the Chief Minister Om Prakash Chautala. I am very grateful that common people responded to my call and came out in open to support. Heavy public pressure forced the government to retrieve. I was unanimously elected as the General Secretary of Mahasabha. During that tenure we never compromised with ethics and principles and we lead the development and opening of new institution focusing on providing job oriented courses.
Fight against Congress Government: In 2005 after change of government from INLD to Congress, To stop me from being elected as President, Congress government forcefully appointed administrator during the organization’s election. Elections were postponed thrice as government was interested to appoint Committee of its own choice instead of committee elected by democratic process. At last, without Compensating the Mahasabha or the Common man for their donated land, the government brought the organisation under its wings against the will of the public and the members of Mahasabha. I continuously opposed and struggled against the dictatorship of the government. I dared to challenge the decision in honourable high court, Status: case is still pending in the court.
Fight for the Compensation and rights of People.
Railway Over-bridge Problem: To fulfil the interests of some politically influential persons (to save their illegal structures) government has planned to construct the bridge from the side of a small lane instead of the big road being available. It will create chaos and huge problem for the public. I am fighting against the ill planned decision which will bring harm rather than benefits to the public and will also waste valuable tax-payers money. I have sent a representation signed by affected city common man to the Government. If not accepted we will take the matter in Court.
Demand of Compensation and Royalty for Land Acquisition by the Government: While forcefully taking the properties of Kanya Gurukul village Khanpur kalan and Village Bhainswal kalan by passing the act in the State Assembly, the Government ignored the feelings of the People who have donated their Land for the educational and social cause of their area. I am fighting a legal case for their compensation of Land and rights of people. The case is pending in the court of Chief Justice of Haryana High Court.
Association with the Various well known Educational and Social Organizations in District Sonepat:
A classical case of “Swaraj” was a Kanya Gurukul Khanpur kalan Mahasabha of approximately 15000 members involved in promoting literacy among rural women (Recently converted to BPS Women University, Khanpur kalan). It operated several educational institutions famously known as Kanya Gurukul with student strength of around 5000+. Every three year, the Mahasabha elected a Management team to run the day to day operations of the Colleges/institutions under it. Being closely associated with the working of Kanya Gurukul Khanpur and Bhainswal Kalan, I got an opportunity to serve the organization as a General Secretary for 8 years. During my tenure we worked hard to introduce and operationalise new colleges/Institutions.
Arya Samaj: People of Sonepat district have been influenced and involved in activities of Arya Samaj. i. I have been the state Secretary of Arya Pritinidhi Sabha Haryana. ii. I have been involved in various activities of Arya Samaj such as the fight against dowry and female foeticide practices and promotion of Education and social equality in the society.
Shri Murli Dass Gaushala is an excellent case of success of Decentralization concept. It is a registered society that collected donations for a noble cause. Till 2011, this Gaushala was run by a committee of just 11 members. The working was centralized to a few self centred greedy persons who misappropriated donation money. It was on the verge of being closed down due to debts. In 2011, after seeing the plight of a the village panchayats of 14 nearby villages decided to add more members in the committee for the betterment of the Gaushala. i. I was unanimously appointed as the President of the new Committee of the Gaushala ii. In the last 3 years, we have increase d the permanent committee members to more than 100. iii. By seeing the developments during my tenure, 20 villages of nearby areas have come forward to get associated with this Gaushala. Thus resulting in more decentralization and participation of people. iv. During my first year of service, we collected a donation of Crores of rupees for this noble cause. v. Undertook protest for the release of Panchayat land for Gau Charran Purpose.
Advocate Bar Association: Elected President of Bar Association Gohana in 2012-2013 (Elected) and 2013-14 (unanimously). It was due to my work and for taking the whole community together, I was elected unanimously by the Gohana advocate fraternity.
Village Panchayat: During my tenure as Village Sarpanch, I had worked at the grass root level and got the real sense of democracy. It opened my eyes to the real meaning of the democratic process and it’s effectiveness and limitation to bring about sustainable change in society. But during my stint, faced the problem of centralisation and it to a large extent limited my abilities. So I totally support the issues of decentralisation of power as raised by AAP Family
‘SWARAJ’
I have read Swaraj book and agree to its philosophy to a large extent
During my tenure as Sarpanch of the village I myself faced the problems of lack of autonomy, more interference by state government through District collector, centralisation at upper echelons of power/state, irregular and lack of financial assistances, lack of state’s connectivity with ground level realities. I totally agree that decision making powers should be transferred to Gram sabha i.e decision should be made by those who are most affected by those decisions.
In my life there are various instances where I came close to decentralisation concept as mentioned in book. As secretary of Kanya Gurukul Mahasabha, we are family of 15000 people and we manages our self in transparent and socially responsible way. Reports of working including financial handling were disclosed annually in front of all members and committee was made accountable. And committee was reconstituted every 3 year to held Mahasabha accountable. And because of this we got valuable inputs from its members which led to improvement in education, hostel facilities etc.
The other and perfect example of Swaraj is functioning of Gaushala. Designated as a Gaushala of 20 nearby villages, people feels pride in ownership and they voluntarily participate in working and collection of donations. In this people donate voluntarily, had their say in managing affairs, peoples were given appreciation certificates for their services toward Gaushala.. An annual function is held to appreciate the works of volunteers and to disclose the finance and expenditure to public in open. This event is attended by 5000-6000 peoples every year.
