Why Can't our Ministers be Transparent

Cabinet asset details only if Somnath says so: CIC

New Delhi: Assets of the Union Council of Ministers and their kin will be open for public scrutiny under the Right to Information Act, provided the Lok Sabha Speaker gives his nod first, the Central Information Commission (CIC) on Monday said.

“As per the Lok Sabha Declaration of Assets and Liabilities Rules, information held in confidence is not disclosable, except with the permission of the Speaker. The matter will be referred to Shri Somnath Chatterjee, Speaker of the Lok Sabha, for disclosure if information relates to Members of the Council of Ministers from the Lok Sabha,” Chief Information Commissioner Wajahat Habibullah directed.

In case of the Rajya Sabha, the CIC said, “If there is any equivalent rule with regard to the Rajya Sabha, the same may also be exercised. If no such rules in fact exist, the matter will be referred to the third parties concerned.” The Bench gave 30 days’ time to the Upper House to draft the necessary rules for kick-starting a procedure.

The Bench dismissed the contentions of the Prime Ministers’ Office (PMO) that ministers divulged details of their assets to it in a “fiduciary” nature. “To argue a fiduciary relationship in submission of statements (on assets) to PMO, when such statements have in any case under law also to be made available at t the time of election before the Election Commission of India, is not in our view a valid argument,” Habibullah observed in his judgment.


I don't understand why our ministers are so hesitant in allowing their assets to public gauge. Transaparency is by which the present government swears. Then why this hesitancy?
I understand many young people are coming forward this time to contest elections.
I suggest all these people who claim they are fighting corruption should take the following oaths.

1.All persons standing for elections should be made to file a statement of assets owned by them and their relatives. This should be free to be viewed by the public so that if any false declaration is made, the people can know.
2.They should pledge to bring back all the money deposited by our corrupt leaders and businessmen in Swiss Banks and other tax havens.
3.They should remove the power of transfers and postings from ministers. This is one of the points where corruption emnates as government employees are forced to resort to corrupt practises to get transfers and postings of their choice to lucrative places.
Transfers and postings should be computer generated.
4. No person who has been convicted should be allowed to contest for elections. No convictions should be held in suspension so that a convict can stand for elections as has been done for Sanjay Dutt.
5. The unholy alliance between the doctors, nursing homes and test labs should be broken. The three combine to loot the people and make medical treatment expensive.
Up to 40% of the amount we pay for our tests is paid by the labs to doctors who refer a patient to them.
Nursing Homes and Test labs should file a statement every quarter of payments made by them to doctors against referrals.
