Maharashtra Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of 2336 candidates out of 4119 candidates who are contesting in the Maharashtra Assembly Elections of 2014.

Criminal Background
- Candidates with Criminal Cases: Out of the 2336 candidates analysed, 798 (34%) candidates have declared criminal cases against themselves. Out of 1318 candidates fielded by INC, BJP, MNS, Shiv Sena and NCP, 640 (49%) candidates have declared criminal cases against themselves. During the previous Maharashtra Assembly elections in 2009, out of 698 candidates fielded by INC, BJP, MNS, Shiv Sena and NCP, 352 (50%) candidates had declared criminal cases against themselves.
- Candidates with Serious Criminal Cases: 537 (23%) candidates have declared serious criminal cases including cases related to murder, attempt to murder, kidnapping, communal disharmony, crimes against women etc. Out of 1318 candidates fielded by INC, BJP, MNS, Shiv Sena and NCP, 425 (32%) candidates have declared criminal cases against themselves. During the previous Maharashtra Assembly elections in 2009, out of 698 candidates fielded by INC, BJP, MNS, Shiv Sena and NCP, 211 (30%) candidates had declared criminal cases against themselves.
- Candidates with Charges framed: Out of the 798 candidates who have declared pending criminal cases against themselves, 341 (43%) have declared that thecharges for these cases have already been framed by the court of law. Out of 640 candidates with criminal cases fielded by INC, BJP, NCP, Shiv Sena and MNS, 267 (42%) have declared that the charges for these cases have already been framed by the court of law.
- Party wise Candidates with Criminal Cases: 96 (33%) out of 287 candidates analysed from INC, 169 (61%) out of 278 candidates analysed from Shiv Sena, 119 (43%) out of 277 candidates analysed from NCP, 138 (53%) out of 258 candidates analysed from BJP and 118 (54%) out of 218 candidates analysed from MNS have declared criminal cases against themselves in their affidavits
- Party wise Candidates with Serious Criminal Cases: 56 (20%) out of 287 candidates analysed from INC, 114 (41%) out of 278 candidates analysed from Shiv Sena, 80 (29%) out of 277 candidates from NCP, 84 (33%) out of 258 candidates fielded by BJP and 91 (42%) out of 218 candidates fielded by MNS have declared serious criminal cases against themselves in their affidavits.
- Candidates with cases of murder and attempt to murder: 12 candidates have declared cases related to murder and 44 candidates have declared cases of attempt to murder.
- Candidates with cases related to Crimes against Women: 42 candidates have declared cases related to crimes against women. Out of these, 27 candidates have declared charges related to assault or criminal force to woman with intent to outrage her modesty (IPC Section-354)
- Candidates with cases related to Kidnapping: 32 candidates have declared cases related to kidnapping. These cases include charges related to kidnapping or abducting in order to murder (IPC section – 364), Kidnapping or abducting with intent secretly and wrongfully to confine person (IPC Section-365) etc.
- Candidates with cases related to Robbery and Dacoity: 52 candidates have declared cases related to robbery and dacoity. These cases include charges related to dacoity (IPC Section-395), voluntarily causing hurt in committing robbery (IPC Section-394), robbery or dacoity with attempt to cause death or grievous hurt (IPC Section-397) etc
- Candidates with cases related to causing communal disharmony: 13 candidates have declared cases related to causing communal disharmony. These cases include charges related to promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc., and doing acts prejudicial to maintenance of harmony (IPC Section-153A), deliberate and malicious acts, intended to outrage religious feelings or any class by insulting its religion or religious beliefs (IPC Section-295A) and injuring or defiling place of worship with intent to insult the religion of any class (IPC Section-295)
- Red Alert Constituencies*: 156 constituencies have at least 3 candidates with declared criminal cases. Uran, Kalina, Anushakti Nagar and Vandre East constituencies have 7 candidates who have declared criminal cases against themselves. *Red Alert Constituencies are those which have 3 or more candidates with criminal cases contesting elections.
Financial Background
- Crorepati Candidates: Out of the 2336 candidates analysed, 1095 (47%) are crorepatis. Out of 1318 candidates fielded by INC, BJP, MNS, Shiv Sena and NCP, 958 (73%) candidates are crorepatis. During the previous Maharashtra Assembly elections in 2009, out of 698 candidates fielded by INC, BJP, MNS, Shiv Sena and NCP, 364 (52%) candidates were crorepatis.
- High Asset Candidates: Out of 2336 candidates analysed, 236 candidates declared assets worth more than Rs. 10 crores. 8 candidates have declared assets worth more than Rs 100 crores. The details of these candidates are as follows;

- Party-wise Crorepati Candidates: 222 (77%) out of 287 candidates analysed from INC, 197 (71%) out of 278 candidates analysed from Shiv Sena, 229 (83%) out of 277 candidates analysed from NCP, 210 (81%) out of 258 candidates analysed from BJP and 100 (46%) out of 218 candidates analysed from MNS are crorepatis.
- Average Assets: The average assets per candidate analysed for the Maharashtra 2014 Assembly elections is Rs.4.65 crores. Average assets per candidate fielded by INC, BJP, Shiv Sena, MNS, and NCP is Rs. 7.21 crores. The average assets per candidate fielded by INC, BJP, Shiv Sena, MNS and NCP in the previous Maharashtra Assembly elections, 2009 was Rs. 2.81 crores.
- Party-wise Average Assets: Among major parties, the average assets per candidate for 287 analysed INC candidates is Rs 7.10 crores, 258 analysed BJPcandidates have average assets of Rs.10.33 crores, 278 analysed Shiv Sena candidates have average assets worth of Rs.7.82 crores, 218 analysed MNScandidates have average assets worth of Rs.2.83 crores and 277 analysed NCP candidates have average assets of Rs. 7.25 crores.
- Party-wise Asset Rank: 180 (63%) out of 287 analysed INC candidates occupy the top three highest assets positions amongst all the contesting candidates in their respective constituencies. Similarly, 187 (72%) out of 258 analysed BJP candidates, 156 (56%) out of 278 analysed Shiv Sena candidates, 58 (27%) out of 218 analysed MNS candidates and 197 (71%) out of 277 NCP candidates occupy the top three highest assets positions in their constituency.
Note: The above graph analyses the number of candidates fielded by political parties who have declared either the highest total assets in their constituency (among the candidates analysed for the constituency), or the second highest or the third highest.
- Candidate with Zero Assets: 14 candidates have declared that they have zero total assets
- Candidates with High Liabilities: A total of 278 candidates have declared liabilities of above Rs. 1 crore. Out of these 278 candidates, 31 have declared liabilities of Rs. 10 crore and above. The top 3 candidates with the highest liabilities are as given below:

- Candidates with High Assets who have not declared Income Tax Details: 104 candidates with assets worth more than Rs. 1 crore, have not declared Income Tax Details.
Other Background Details
- Education Details of Candidates: 11 candidates have declared that they are illiterate. 1276 (55%) candidates (not including candidates who are illiterate) have declared that have an education qualification of 12th pass or below while 985 (42%) candidates have declared having an educational qualification of graduate or above.
- Age Details of Candidates: 1529 (65%) candidates have declared their age to be between 25 to 50 years while 770 (33%) candidates have declared their age to be between 51 to 70 years and 23 (1%) candidates have declared their age to be above 71 years.
- Gender Details of Candidates: 161 (7%) female candidates out of 2336 candidates analysed are contesting in the Maharashtra 2014 elections. Out of 1318 candidates fielded by INC, BJP, NCP, Shiv Sena and MNS, 94 (7%) are female candidates. During the previous Maharashtra Assembly election of 2009, out of 698 candidates fielded by INC, BJP, NCP, Shiv Sena and MNS, 36 (5%) candidates were female.
