How does AAP propose to instal the 15 lakh CCTV cameras all over Delhi? A report.

Many Skeptics have asked how AAP is going to 1500000 CCTV cameras all over Delhi for protection of women. Himangshu Yadav, an entrepreneur gives the annual for installing these.cost involved

Hardware cost

Projected cost of making Wi-Fi available in entire Delhi: 100-150 crores
This will help women and everyone else to be connected to Internet at all times on their phones and use the security button on the phone to reach out to the police in case of an emergency. 

Cost of a normal CCTV Camera: 12000 INR

Cost of 1 Wi-Fi CCTV Camera: 2000 INR
AAP has promised 10 lakh Wi-Fi cameras
Cost of the 10,00,000 Wi-Fi Cameras: 2,000 x 10,00,000 = 200 crores 
This is a one time cost, and will not be incurred annually by the Delhi government.

Infrastructure and control room cost 

We'll need massive data servers and a huge control room to monitor all the surveillance. However, we don't need to record and store TBs of unnecessary video data. Data could be stored only for the last 48 hours and then automatically deleted if everything goes fine, that's how it works in most of the US and European cities. Some cameras at important locations can record for a longer duration. We can keep aside an annual maintenance budget of 50 crores per annum for this.

We can assume that to effectively monitor all the live feed, we will need 2,50,000 screens in the control room. One screen can show live feed from 4 cameras at once. A 15" lcd screen costs approximately 4k these days, that adds another 100 crores to a one time installation cost. 


Manpower requirement

Let's assume 1 person can keep an eye out on 10 screens live feed at once, they will just have to quickly glance across all the screens under them to check if things are running normally. Slowly we can implement smarter algorithms year after year which can detect unusual movements or activities on the screens themselves which will further bring down the surveillance costs. 

2,50,000 screens/10 screen per person = 25,000 people to monitor all the love surveillance. Take two 12 hour shifts into account and we need 50,000 people to keep an eye out on the entire Delhi.

We can generate 50,000 new jobs for security guards through this. Assuming a basic 10k per month salary for all of them, the annual cost comes to 500 crores.

Total cost

Once the initial cost of installing cameras and screens ( approx 300 crores) is excluded, it should cost the Delhi government approximately 500 crores per annum to generate employment for 40,000 people and make Delhi a safe city for women and reduce all other crimes as well. A government tender of this big a size should invite good competitive bids and the bulk deal should work out a bit cheaper I think. 

Once CCTV cameras are up and running, it'll also lead to a reduction in cost for Delhi police patrolling required on the streets, I'm not taking that into account to keep it simple here.


Considering Delhi has an annual budget of approximately 40,000 crores, 500 crores per annum is a small amount to pay to make our national capital safe for our women and every other citizen

Ask any father in Delhi, would you pay honest tax on your salary or business revenue to ensure the safety of your daughter at all times in any corner of this city, and they will collect and give you more than what you need to make it happen. It's high time the politicians and people of this country started working together.
