NEW DELHI, 13 SEPT: Voicing concern over the unrest in Jammu and Kashmir, Prime Minister Dr Manmohan Singh today sought to reach out to the people there, saying their grievances had to be addressed and promised talks within the Constitutional ambit for those who abjured violence.
As his government weighs options to deal with the situation in Kashmir, Dr Singh emphasised on the need for better delivery of services and generating avenues for economic advancement of the people of the state.
“Unrest in the state of Jammu and Kashmir over the last few weeks is a matter of concern. The youth of Kashmir are our citizens and their grievances have to be addressed,” he told top commanders of the armed forces at a conference here.
“We are willing to talk to every person or group which abjures violence, within the framework of our Constitution,” he said.
Dr Singh, however, made no mention of the controversial Armed Forces Special Powers Act (Act), whose withdrawal from the state is being sought by Chief Minister Omar Abdullah. The Prime Minister is expected take this up at the evening's meeting of the Cabinet Committee on Security.
The Army, supported by defence minister Mr AK Antony, is strongly opposed to the revocation or dilution of the law, arguing that the situation in the state was not conducive for such a step.
Mr Antony had articulated these views at the Congress Core Committee meeting chaired by party chief Mrs Sonia Gandhi last Friday. The group was divided on the issue, with home minister Mr P Chidambaram backing the proposal for partial withdrawal of the special law that gives sweeping powers and immunity to the security personnel.

Why does special package have to be given to Kashmir only.
I would like to ask the media to report what is the unemployment rate in Kasmir and what are the prices of the daily necessities.
It will be found the Kashmirs are more pampered then the people anywhere in India.
If what has / was given to kashmiris was given to the people of the North East we would probably never had the Gorkhaland agitation or the Mizo or KMT or ULFA.
Our different governments have pampered the Kashmiris for two reasons. Ist because it in a muslim state and they must appear to do more for them than even Pakistan does for POK people. Secondly to change their loyalties so that they will favour India instead of Pakistan.
For Muslims, religion come foremost and everything else is secondary.
Even if we spend our last penny, they will never be ours.
They will always prefer Pakistan although Pakistan may kick them and hand them over to the Chinese as they have handed large tracts of POK to the Chinese.
The only solution I feel is abrogate article 370.
Let is be populated by Hindus so that the demography changes and the people look to the east and not to the west.
We have done enough pampering, now let it be populated with nationalistic elements. As it is, they allow it to be populated by terrorists from Pakistan.
