Analysis of Criminal Background, Financial, Education, Gender and other details of outgoing MLAs

​Note: This information is collated from the affidavits filed by the MLAs during the Assembly Elections in 2009​

Summary and Highlights - Maharashtra Assembly
Criminal Background
  • MLAs with Criminal Cases: 148 (52%) out of the 284 MLAs analysed had declared criminal cases against themselves.
  • MLAs with Serious Criminal Cases: Out of the 148 MLAs who had declared criminal cases, 94 had declared serious criminal casesThese include murder,attempt to murder, dacoity, kidnapping, extortion etc.
  • Murder Related CasesGilbert Mendonca of NCP from Mira Bhayandar, Vivek Raghunath Pandit Alias Bhau of an independent MLA from Vasai constituency and Chavan Vasantrao Balwantrao an Independent MLA from Naigaon constituency had declared cases of murder in their affidavits.
  • Attempt to Murder Related Cases:  11 MLAs had declared attempt to murder cases in their affidavits.
  • MLAs with cases related to robbery and dacoity: 12 MLAs had declared cases of robbery and dacoity in their affidavits.
  •  MLAs with cases related to kidnapping: 6 MLAs had declared cases related to kidnapping in their affidavits.
  • Party wise MLAs with Criminal Cases: 24 (30%) out of 81 MLAs from INC had declared criminal cases against them while 25 (41%) out of 61 MLAs from NCP, 28 (61%) out of 46 MLAs from BJP and 35 (78%) out of 45 MLAs from Shiv Sena had declared criminal cases in their affidavits.
  • Party wise MLAs with serious Criminal Cases:  11 (14%) out of 81 MLAs from INC had declared serious criminal cases against them while 14 (23%) out of 61MLAs from NCP, 19 (41%) out of 46 MLAs from BJP and 24 (53%) out of 45 MLAs from Shiv Sena had declared serious criminal cases in their affidavits

  • Chances of Winning for Candidates with Criminal Cases: The chances of winning for a candidate with criminal cases in the Maharashtra Assembly elections, 2009 were 18% whereas for a candidate with a clean record it is 5%.

Financial Background
  • Crorepati MLAs: Out of the 284 MLAs analysed, 198 (70%) MLAs are crorepatis.
  • Party wise Crorepati MLAs60 (74%) out of 81 MLAs from INC are crorepatis while 53 (87%) out of 61 MLAs from NCP, 28 (61%) out of 46 from BJP, and 26 (58%) out of 45 MLAs from Shiv Sena are crorepatis.
  • Chances of Winning for Crorepati Candidates: The chances of winning for a crorepati candidate in the Maharashtra elections were 32% whereas for a candidate with low assets (

  • Average Assets: The average assets of 284 MLAs analysed is Rs 4.51 crores.
  • Party-wise Average Assets: The average assets per MLA for 81 INC MLAs is Rs.4.64 crores, for 61 NCP MLAs the average is Rs.3.82 crores, for 46 BJP MLAs have an average assets of Rs 4.15 crores and for 45 Shiv Sena MLAs it is Rs.3.97 crores.

  • MLAs with Serious Criminal Cases: Out of the 15 MLAs who had declared criminal cases, 13 have declared serious criminal casesThese include forgery, extortion etc.
  • Party wise MLAs with Criminal Cases: 6 (15%) out of 40 MLAs from INC had declared criminal cases against them while 5 (17%) out of 29 MLAs from INLD, 1 MLA from SAD and 3 Independent MLAs had declared criminal cases in their affidavits.
  • Party wise MLAs with serious Criminal Cases:  4 (10%) out of 40 MLAs from INC had declared serious criminal cases against them while 5 (17%) out of 29 MLAs from INLD had declared serious criminal cases in their affidavits

  • Crorepati MLAs: Out of the 88 MLAs analysed, 66 (75%) MLAs are crorepatis.
  • Party wise Crorepati MLAs32 (80%) out of 40 MLAs from INC are crorepatis while 19 (66%) out of 29 MLAs from INLD, 5 (83%) out of 6 from HJC(BL) and all 7 Independent MLAs are crorepatis.
  • Average Assets: The average assets of 88 MLAs analysed is Rs 7.11 crores.
  • Party-wise Average Assets: The average assets per MLA for 40 INC MLAs is Rs.8.11 crores, for 29 INLD MLAs the average is Rs.3.81 crores, 6 HJC(BL) MLAs have an average assets of Rs 9.24 crores, for 4 BJP MLAs it is Rs 2.69 crores and for 7 Independent MLAs it is Rs.16.72 crores.
