Rape of 5 year old in Delhi

15.04.2013 : A girl was abducted Monday afternoon, while she was playing outside the house.

"Not finding her daughter, her 23-year-old mother informed her husband and they approached the police," Nisha, 30, a neighbor.

According to Nisha, Manoj's room was locked and nobody thought that the girl was inside.

17.04.2013: A neighbour heard the wails of the girl Wednesday morning, and sensing something suspicious, informed her family members, who then broke open the door and found the victim.

"Her condition was very serious. She was crying and needed help," said Nisha.

Manoj Kumar, the accused was also involved in a property trespass case in an east Delhi locality, police said Friday.

"He is involved in a case of trespassing in the same area (Gandhi Nagar) following a property dispute with his father, who later disowned him and asked him to leave the house," .

"The father of the accused had lodged a case of trespassing in 2010 in Gandhi Nagar police station. Manoj was arrested and later released on bail," Additional Deputy Commissioner of Police D.K. Gupta told IANS.

Manoj, who doubles up as a tailor and a labourer, is a native of Bihar's Muzaffarpur district.

He had taken a room on rent on the ground floor in the same building in which the rape victim's family lives on the first floor.

18.04.2013: Police have registered cases against Manoj for kidnapping, rape, attempt to murder and under the Protection of Children from Sexual Offences Act, 2012, at Gandhi Nagar police station.

The five-year-old girl, who is undergoing treatment here after she was brutally raped for two days during which a 200 ml bottle and pieces of candle were inserted into her private parts, is said to be in stable condition, doctors said Friday.

"Upon examination, we found a 200 ml bottle and two or three pieces of candle inserted into her private parts. This is the first time that I have seen such barbarism with a five-year-old girl," R.K. Bansal, medical superintendent, Swami Dayanand Hospital, told reporters.

"Initially, she was really in a bad state but showed some improvement later. She is recovering now. The foreign bodies in her body have been removed, but there was some infection and we were treating her with anti-biotics," Bansal said.

Giving details about her condition when the girl was first bought to the hospital Wednesday, Bansal said: "There were injuries on her lips and cheeks and bruise marks on her neck, suggesting that attempts were made to strangle her. The blood pressure was way below normal, and she had fever when she was admitted."

The girl was also operated upon, doctors said.

The traumatized girl, who was shifted to the All India Institute of Medical Sciences (AIIMS) in the evening for better treatment, was admitted to the general ward, doctors said.

"She was examined by a team of doctors," AIIMS spokesperson Y.K. Gupta told IANS.

D.K. Sharma, medical superintendent at AIIMS, said: "She is in general ward and not in ICU (intensive care unit).

"Team of doctors from surgery, paediatrics and gynae are examining her in detail," Sharma told IANS.

19.04.2013: Two Delhi Police officials were suspended for "misbehaving" with the family of the five-year-old rape victim, while an assistant commissioner of police (ACP) was suspended for slapping a girl protestor, said police Friday.

"Dharampal Singh, SHO (station house officer) of Gandhi Nagar police station where the victim's missing person's report was registered April 15, and the initial investigating officer of the case Mahavir Singh, a sub-inspector (SI), were suspended with immediate effect Friday," said Deputy Commissioner of Police Prabhakar.

"Apart from the vigilance inquiry, a departmental inquiry has also been ordered against the SHO and the SI. The inquiry will ascertain the allegation of the victim's family that the officials misbehaved with them when they approached Gandhi Nagar police station to register the case," he said.

"Their roles in not handling the case properly will also be probed," Prabhakar said.

The joint commissioner of Delhi Police (vigilance) has been asked to conduct an inquiry and submit a report within 24 hours to the Delhi police commissioner.

An ACP was Friday suspended for slapping a 17-year-old girl protester, who was trying to meet the five-year-old rape victim at a hospital here.

ACP Bani Singh Ahlawat, posted at Khajuri Khas area of east Delhi, was suspended with immediate effect for slapping and pushing Beenu Rawat, a class 12 student, said a senior police officer.

Rawat, a resident of east Delhi's Shahdara, was trying to enter the emergency ward of the Swami Dayanand hospital when she was assaulted by the ACP.

"Blood was oozing from Rawat's ear after the assault," said a police officer.

20.04.2013: The 25-year-old Delhi rape accused has been arrested from Bihar, police said Saturday.

Manoj Kumar was apprehended from Chiknouta, his in-law's village, at around 2.00 a.m from Muzaffarpur in Bihar, about 50 Kms from Patna.

A Bihar court Saturday granted Delhi Policethree-day transit remand of Manoj Kumar, 25, accused in the rape of the five-year-old in Delhi "After he was arrested, Manoj Kumar was produced in the court of the chief judicial magistrate in Muzaffarpur and the court granted a three-day transit remand to Delhi Police," the official said.

Manoj Kumar will be escorted by police first to Patna and then onward to Delhi, the official said.
Everywhere we are seeing that these crimes against women are increasing because of inaction by the police.

Just two days ago, we have seen how the husband of a rape victim had to commit suicide because the police had released the criminal because they had booked him under a minor crime and he was out on bail the very next day to taunt the victim.

Why this inaction?

Because the police force has been emasculated by politicians.

The police are always looking over their shoulders to see if they are are doing as per their masters advice.

Unless, the police force is removed from the control of the politicians, the crime graph of the nation will always go up.

Why can't the police work independently of political interference?

Why can't the corrupt, overweight rotund me and women in the force be weeded out?

They can hardly run and catch a bullock cart, leave alone catching an agile criminal.
