B a n g a l o r e :

The cabinet on Wednesday approved a Bill to impose a complete ban on cow slaughter in Karnataka.
Home minister V S Acharya said on Wednesday the new Bill — Karnataka Prevention of Cow Slaughter and Cattle Preservation Bill — makes transportation and slaughter of cows (cows, calves, he and she buffalo and bull) a cognizable offence. If found guilty, an offender will be jailed for 1 to 7 years and fined Rs 25,000 to Rs 1 lakh. It proposes to set up cow protection centres. The Bill will be tabled in the budget session starting Feb 25. Nine other states have completely banned cow slaughter.
Currently, the issue is governed by the Karnataka Prevention of Cow Slaughter and Cattle Prevention Act, 1964. Though it prohibits cow slaughter, it allows slaughter if a person obtains a certificate from the competent authority. This authority issues certificate if the animals are above 12 years of age, permanently incapacitated for breeding, draught or giving milk due to injury, deformity or any other cause. In case of violation of this Act, the violator is punished with imprisonment up to 6 months or fine, or both.
The minister said the amendment was being brought as the 1964 Act was not in the true spirit of Art 48 of the Constitution.
During the Jan 2009 legislature session in Belgaum, the government had presented a Bill on this issue. Following stiff opposition, the government formed a cabinet sub-committee to look into the amendment.

Prabin Patodia

i would like to congratulate the Karnataka government in being the first state to pass the above legislation.
I am against all forms of slaughter, whether it is chicken, goat, pig or cow.
Every creature created by God has a right to live, if it does not harm others. However, if it attacks another being the other has the full right to retaliate and kill the former.
Carnivorous animals kill other animals to survive.
It is only man who kills others for his pleasure as a sport or to fill his graveyard which we also call stomach.
The basic structure of the human teeth is very different from the teeth of a carnivorous animal. The human teeth is fit for a vegetarian diet and our digestive system too supports the veg diet. When we eat meat we are going against what nature has planned for us.
The result is for all to see.
When an animal is killed there is fear, anguish, beseeching in its eyes.
It urinates and may be shits in fear and struggles to free itself from the grasp of its murderer.
Can man be happy after eating God's creation which is passing through such throes.
I doubt it.
