Wikileaks: India's Mayawati 'sent jet to collect shoes

The chief minister of India's Uttar Pradesh state sent an empty private jet to get a pair of sandals from Mumbai, leaked US diplomatic cables say.

Ms Mayawati, an icon to millions of low-caste Dalits, rules over India's most populous state which is also one of the poorest in the country.

But the cables on whistleblower site Wikileaks described her as "obsessed with becoming Prime Minister".

Ms Mayawati or her office is yet to respond to the leaked cables.

An official in the state government told the BBC the government was unlikely to respond.

Cables, dated 23 October 2008 and marked confidential, are among the latest set of documents released by Wikileaks in recent days.

"When she needed new sandals, her private jet flew empty to Mumbai to retrieve her preferred brand," the cables say.

They add that the chief minister is paranoid about her security and "fears assassination" and employs "food tasters" to guard against poisoning.

She maintains a "vice-like grip on all levels of power" and all decisions must run through her or a small group of advisors, the releases say.

Ms Mayawati has sparked controversy for building statues of herself and other Dalit icons, but she denies encouraging a personality cult.

In the last few years, huge concrete parks have been built in the state capital, Lucknow, and Noida, a Delhi suburb, with scores of massive stone statues of Ms Mayawati dotting the landscape.

Statues of political leaders are generally put up posthumously, but Ms Mayawati says that belief is outdated.

Critics accuse her of self-glorification. She accuses them of conspiring against her.

The cable says it all.

Delhi follows Bihar - but one month later

Patna, Sep 5 (IANS) The Bihar government will bring the Lokayukta bill in the winter session of the state assembly, Chief Minister Nitish Kumar said Monday.
?The state government will bring the Bihar Lokayukta Bill in the winter session of the state assembly this year and would bring the chief minister under the Lokayukta,' he said at a function here.
Nitish Kumar also hinted that the former Karnataka Lokayukta, Justice (retd) Santosh Hegde will prepare the new Bihar Lokayukta Bill.
He reiterated that the Bihar government led by him had already initiated several measures to fight against corruption. 'The Right to Service Act was enforced last month to check corruption and to provide relief to people in the state,' he said.
He claimed that Bihar has emerged as a model state in the country after his government's bid for transparency was being emulated by other states and the country and cited the example of mandatory annual declaration of assets by ministers and government employees.

I have been maintaining ever since Nitish Kumar came to power that Bihar is in the forefront in the fight against crime and corruption.
Let us hope it is made completely free of crimes and criminals will be afraid to set foot in Bihar.
If only he could relieve the trauma faced by bonafide railway passengers when their trains passed through Bihar. It is only then will people start believing him. Otherwise no amount of trumpet blowing will convince the people that there has been an to lawlessness in Bihar.

One of the Reddy Brothers arrested

Congress, TDP hail Janardhana Reddy's arrest

Hyderabad, Sep 5 (IANS) Ruling and opposition parties in Andhra Pradesh Monday welcomed the arrest of former Karnataka minister and mining baron Gali Janardhana Reddy by the Central Bureau of Investigation (CBI) in an illegal mining case.
Leader of opposition and Telugu Desam Party (TDP) chief N. Chandrababu Naidu said the arrest has vindicated his party's fight against illegal mining for the last five to six years.
He told reporters that because of the 'incompetence' of the central and state governments, Janardhana Reddy indulged in indiscriminate and illegal mining causing losses of thousands of crores of rupees to the state exchequer.
Naidu said the central and state governments ignored the reports of the Supreme Court- appointed committee and Lokayukta which led to the loot of public wealth.
Another TDP leader P. Keshava said the arrest was the result of TDP's fight against illegal mining. TDP Member of Parliament N. Nageswara Rao demanded that all the assets of Janardhana Reddy be confiscated.
TDP leader in legislative council D. Veerbhadra Rao demanded the arrest of YSR Congress party chief Y.S. Jaganmohan Reddy for his links with Janardhana Reddy.
Leaders of ruling Congress party also targeted Jaganmohan Reddy. Congress legislator Veerashiva Reddy said Jagan indulged in illegal activities in two states. He recalled that Janardhana Reddy had once described Jagan as his own brother. He claimed the CBI has evidence of Jagan's links with Janardhana Reddy and his brothers.
Congress MP V. Hanumantha Rao said with Janardhana Reddy's arrest he stood vindicated. The senior leader advised Jagan to 'at least now confess'.
'Better late than never,' was how CPI state secretary K. Narayana reacted. He felt that the mining baron should have been arrested long back.
CPI-M leader B.V. Raghavulu demanded that Janardhana Reddy's assets be seized.

At last.
Are we seeing the Anna effect.
This would never have been dreamt about a year ago.
The case should go to its logical conclusion and his assents should be confiscated as is being done in Bihar.

Finger key to job fortune

Finger key to job fortune
By SANTOSH K. KIRO | www.telegraphindia.com

Ranchi, Sept. 4: The Centre's flagship rural job scheme is slowly but steadily raising a toast to transparency in Jharkhand.
To clip wings of unscrupulous middlemen, who often exploited MGNREGS workers' ignorance about banking practices to pocket a large part of their earnings, the state has brought banks closer to villages by opening money kiosks where only fingerprints act as passwords.
The ambitious project, launched in February, aims to connect all the 4,564 gram panchayats across the state through these banking outlets. So far, the system is receiving overwhelming response in 212 panchayat areas.
"Many in my village have been victims of corrupt middlemen. They charged arbitrary commission to help us withdraw money from our savings accounts in post office or banks," said Meena Devi, an MGNREGS labourer at Kamda village of Kanke, some 20km from the state capital.
The 30-year-old was among a few dozen workers who swamped the Pragya Kendra at Jaipur, near Kamda, to withdraw wages, deposited by the government with State Bank of India, last month.
The outlet is like a window of a designated bank at the Pragya Kendra in block headquarters and is manned by a youth appointed by the gram panchayat, explained state MGNREGS commissioner A.K. Singh.
"Apart from ensuring transparency in disbursing wages, we have also succeeded in paying labourers within 15 days of joining work," Singh said, adding that the remaining 4,352 gram panchayats would adopt the system within this fiscal.
The money kiosks, the state believes, would go a long way to improve implementation of the Centre's flagship job scheme in Jharkhand that has been at the receiving end of severe criticism for allowing middlemen to call the shots.
Earlier, MGNREGS workers had to share their savings account details with gram panchayat officials and middlemen, who often took advantage of gullible villagers.
"The same won't happen any longer. The banks scan and collect fingerprints while opening accounts of rural job scheme workers. These act as passwords unique to every villager. So far, the government, in association with banks, has opened eight lakh accounts across the state," Singh said.
Amir Akhtar, who mans the SBI kiosk at Burhu gram panchayat in Kanke, was upbeat about the facility. "On an average, I pay Rs 10,000 as wages directly to villagers through my banking outlet. On important occasions, I make payments of up to Rs 40,000 a day," he said.
The good news is that villagers are also discovering the benefits of a bank account. Apart from withdrawing money deposited as wages, they are also depositing money in their accounts.
The proximity of these kiosks to their village has helped. "I did not have a bank account earlier as I would have to go to Kanke block, about 7km away, to open an account," said Chauri Devi (30). "But, now, I have an account at this banking outlet and I can deposit my money too," added the resident of Barhu gram panchayat.
That the money kiosks have had a good beginning was highlighted by the reaction of a resident of Jaipur gram panchayat in Kanke. "Funds for Indira Awas Yojna is distributed by the block authorities manually and hence there are large-scale irregularities. If the government issues cheques that could be deposited at these banking outlets, this problem could be tackled," opined Kamal Minz, who had come to withdraw money.

This is good news.
Thumbs up on this method to fight corruption

New Delhi, Sept. 4: Lok Sabha Speaker Meira Kumar will consult leaders of political parties on Monday before taking a call on Justice Soumitra Sen's impeachment amid signals from the government that the motion was likely to be dropped after the President accepted his resignation.
A formal notification signed by the President reached the Speaker on Sunday.
"The entire impeachment process becomes infructuous since Soumitra Sen ceases to be a judge after his resignation was accepted by the President," a senior minister said.
Sources in the BJP concurred. However, the consultations the Speaker and leader of the House Pranab Mukherjee will hold with the Opposition are important because the Left appears to be in favour of going ahead with the impeachment proceedings scheduled for Monday and Tuesday.
The CPM's Basudeb Acharia said: "We are of the view that the opinion of the highest law officer, the attorney-general, should be taken on whether to proceed with the impeachment or drop it."
Attorney-general G.E. Vahanvati had said on Friday that the impeachment process should not be abandoned midway.

I wonder if Attorney-general G.E. Vahanvati would have given the same advice if the present judge being impeached was from Maharashtra.
Nothing is done on merit in India, politics is brought into everything.
We have seen how the Bengal members of the Rajya Sabha abstained from voting when Justice Soumitra Sen's impeachment was put to vote.
During the earlier impeachment of Justice V. Ramaswami, the members from Tamilnadu opposed his impeachment just because he was from Tamilnadu.
Former Chief Justice Balakrishnan had done sufficient misdemeanours to deserve impeachment but it was not taken up because he was from the scheduled caste and Mayawati opposed it.
In a way, it is good that David Headley was not brought to India for questioning and they kept him in the USA. We would never had got out of him what the USA has been able to get out of him.We would have made such a mess of it that he would have gone scot-free.
The way the demand for death sentences of criminals(murderers) are requested for being commuted by political parties according to the state he/she hails from, it would be better if they (those of the hangman's queue) are nominated to either the Lok Sabha or the Rajya Sabha.
At least , Afzal Beg who failed in his attempt to blow up parliament should be given another chance.

Government Dirty Tricks Departments

On eve of Anna fast, I-T dept asked Kejriwal to pay dues of Rs 9 lakh
Himanshi Dhawan, TNN | Sep 2, 2011, 01.18AM IST

NEW DELHI: Anna Hazare's chief aide Arvind Kejriwal was slapped a notice by the Income Tax department asking him to pay dues of more than Rs 9 lakh a week before the Gandian was to launch his fast and at a time when Team Anna was engaged in a high voltage clash with the government.

The I-T department -- that has still not accepted Kejriwal's resignation from the Indian Revenue Service tendered in February 2006 and continues to recognize him as a government servant -- has held that he violated bond conditions. His resignation, according to the government, can only be accepted once the dues are cleared.

Kejriwal has denied this contention saying he had not violated any conditions and questioned the timing of the notice which he said was being hastily pursued after a lull of over two years.

In a reply submitted on Thursday to the department, the anti-corruption campaigner said he had not violated any bond conditions. He said the bond he signed only said that he should not resign or retire during the period of study leave, stressing that he had not violated either of the conditions.

The I-T department has accused Kejriwal of not returning to government service after the sanctioned study leave. It has demanded that he return two years' salary amounting to Rs 3.50 lakh and interest accumulated so far of Rs 4.16 lakh. Kejriwal had also taken a computer loan of which Rs 50,000 was due and interest accumulated amounted to Rs 1 lakh.

In his reply, Kejriwal said, "I wish to state I have not violated any bond condition... The bond says that I will have to pay the penalty... in the event of my failing to resume duty or resigning or retiring from service or quitting service without returning to duty after the expiry or termination of period of study leave or failing to complete the course of study at any time within period of 3 years after my return from duty."

Kejriwal said he took study leave from November 1, 2000 to October 31, 2002 and joined back work on November 1, 2002. "I completed three years in October 1, 2005 and I resigned only in February 2006. There is no question of my violating any bond conditions," he said. He was on unpaid leave between 2004-2006.

He also said that communications had been sent to the I-T department asking it to cut the computer loan amount pending against his GPF. "I have in my correspondence to the department attached copies of my bank statements clarifying that I have no money and the dues can be recovered from my GPF. I have not violated any bond conditions but even if I have, the department has the power to waive off the dues as I have been working in public interest," he said.

I had mentioned in many of my earlier blog posts that the CBI was the pet poodle of the government. It holds the CBI on leash and then directs it to attack anyone who may become inconvenient to the government.
We have seen recently how the CBI has been unleashed on Jagan, son of the former, now dead, chief minister of Andhra Pradesh,Y S Rajasekhara Reddy. Mind you, I hold no brief for Jagan. He is a spoilt brat who believes that since his father was the chief minister, he should inherit the post. However, I object to the process. If Jagan had unaccounted money the raid should have been conducted when his father was alive. When YSR was alive, Jagan was a blue eyed boy but when he rebelled, his wealth is being investigated.
The Enforcement Directorate and the Income Tax department are similarly used by the government to harass its opponents. As long as you are in the governments good books, you can getaway with anything, even murder. If, however, you fall out, these two departments will pounce on you.
We have seen how the ED has pounced on Swami Ramdeo and now the IT department is bent of harassing Arvind Kejriwal. The Delhi Police is harassing the Bhushans in the matter of the CDs.

Another Genie Story

A modern day cowboy has spent many days crossing the North Dakota prairies without water. His horse had already died of thirst. He's crawling along the dusty ground, certain that he has breathed his lastbreath, when all of a sudden he sees an object sticking out of the ground several yards ahead of him.

He crawls to the object, pulls it out of the ground and discovers what looks to be an old briefcase. He opens it and out pops agenie. But this is no ordinary genie. She is wearing an IRS ID badgeand a dull grey dress. There's a calculator in herpocketbook. She has a pencil tucked behind one ear.

"Well, cowboy,'says the genie..You know how I work....You have three wishes.

''I'm not falling for this.' said the cowboy... 'I'm not going
to trust an IRS genie.

''What do you have to lose? You've got no transportation and it looks like you're a goner anyway!'

The cowboy thinks about this for a minute and decides that the genie is right.

OK!, I wish I were along-side a lush spring with plenty of food and drink.

'***POOF***

The cowboy finds himself beside the most beautiful spring he has ever seen and he is surrounded with jugs of wine and platters of delicacies.

'OK, cowpoke, what's your second wish.

''My second wish is that I was rich beyond my wildest dreams.

'** *POOF***

The cowboy finds himself surrounded by treasure chests filled with rare gold coins and precious gems.

'OK, cowpuncher, you have just one more wish. Better make it a good one!

'After thinking for a few minutes, the cowboy says... 'I wish that no matter where I go, beautiful women will want and need me.

'***POOF***

He was turned into a tampon.

Moral of the story:If the U.S. government offers to help you, there's going to be a string attached.
